Bethel Island levee district has seats up for grabs

BETHEL ISLAND — Registered voters in this Delta community can apply to run for a spot on its levee maintenance district board starting Monday.

Three seats on the Bethel Island Maintenance Improvement District are up for grabs in the November election. Candidates have until Aug. 8 to file papers. If none of the three incumbents decides to run again, the nomination period will be extended to Aug. 13.

Meanwhile, a Bethel Island resident is continuing her efforts to recall two board members.

Janet Northam originally filed a petition with the county to recall four of BIMID's five directors but couldn't because one of them only recently had been appointed. The state's Elections Code prohibits the ouster of officials who haven't served at least 90 days.

By the time she tried again, two other board members were off-limits under state law because their terms would end within six months.

One month ago, Northam submitted a third petition to the county Elections Division, naming Richard Cornfield and Marguerite Lawry as targets of the recall. Cornfield, an appointee, and elected incumbent Marguerite Lawry are serving terms that expire in November 2010.

Correctly completing the form necessary to start collecting signatures for a recall is difficult because the legal requirements are detailed and must be followed to the letter, said Sue Olvera, elections processing supervisor.

Elections officials rejected Northam's initial Advertisementpaperwork. On July 2, she submitted a second petition and currently is awaiting the Elections Division's approval.

Those interested in running for the BIMID board must pick up the required forms from the county Clerk-Recorder's office in Martinez. There is no cost to file. For more information, call 925-335-7800.
